    《欧盟新条约》草案通过

     
    欧盟峰会的27国首脑6月23日凌晨在布鲁塞尔就替代《欧盟宪法条约》的新条约草案达成协议，从而结束了长达两年的欧盟制宪危机，欧洲一体化进程获得重大进展，欧元有望得到长期支持。
     
    2005年法国和荷兰通过公投否定《欧盟宪法条约》，欧洲一体化进程遭遇重大挫折，欧元/美圆当年下挫12.8%。
     
    欧元的诞生标志欧洲一体化取得重大进展，但缺乏政治上的配合，这限制了欧元在国际舞台上的地位。
     
    欧盟理事会将设常任主席、相当于“外长”职务的高级代表、“双重多数表决”机制，新条约将在2014年开始实施。
     
    “双重多数表决”制是指通过一项决策需要至少一半成员国的赞成票，且这些成员国必须能代表至少60%的欧盟人口。
